Who is eligible for a temporary license in Texas?

Only an applicant taking the exam for the first time

Temporary licenses allow a practitioner to begin supervised practice while the licensure process is completing. In Texas, this provisional permit is limited to applicants who are taking the licensure exam for the first time. That restriction exists because the permit is designed to bridge the gap for new graduates as they transition from student to licensed professional and await their NPTE results. It isn’t intended for people who already hold a license and seek endorsement, nor for someone who only has a degree in health sciences—those routes require the standard licensure pathway to be completed under separate conditions. If the applicant passes the exam, they would move to full licensure; if they don’t pass, the temporary status would not continue.
